Pro-Palestinian organization the Hind Rajab Foundation (HRF) announced on Monday that it had filed another criminal complaint with British authorities against an Israeli man in London.

HRF operates out of Belgium and regularly launches legal campaigns against IDF soldiers abroad.

This time, the complaint targets an Israeli man whom the organization claims served as a reserve soldier and D9 bulldozer operator in the 603rd Combat Engineering Battalion of the 7th Brigade, and who is currently staying in London.

In its complaint, the organization attributes alleged involvement in war crimes, crimes against humanity, and genocide to the man during his service in the Gaza Strip.

HRF accuses Israeli of 'using starvation as a method of warfare,' destroying buildings

At the center of the allegations is the demolition of an industrial flour production facility called Great Ocean Mills, located in the Morag Corridor between Khan Yunis and Rafah, on May 25, 2025.

According to HRF, the man documented a bulldozer demolishing the grain silos at the complex on social media. The foundation claims that the demolition of the facility, at a time when the Gaza Strip was experiencing a severe food shortage, constitutes part of what it describes as "using starvation as a method of warfare."

It further alleges that the 603rd Battalion was involved in more than 60 controlled demolition operations targeting buildings and the leveling of extensive areas across the Strip.

HRF also points to a photograph from November 2023 at a school in Gaza City, in which the soldier is allegedly seen holding a humorous sign, as well as additional footage of demolition operations in Khan Yunis and Rafah.

Later, according to the organization, the man also participated in military operations in Lebanon.

In its appeal to British authorities, the foundation is demanding that the young man be arrested and investigated immediately.

HRF demands UK question all Israelis about IDF service

Natasha Brack, the organization's head of legal affairs, argued that he should not be allowed to leave Britain, as he may return to reserve duty.

The foundation also broadened its demand, calling for every adult Israeli entering Britain to be questioned about their service in the IDF, particularly regarding activities in Gaza and Lebanon.

At this stage, it is unknown whether or not British authorities have initiated an investigation into the complaint.

The filing of the complaint itself does not indicate that criminal proceedings have been opened against the man or that HRF’s allegations have been accepted.

Not all of HRF’s complaints have led to action by local authorities. Last September, a complaint filed by the foundation against an Israeli reservist was rejected in Greece after it was determined that there was no legal basis for the country to hear allegations concerning acts that took place outside its territory. The foundation announced at the time that it had appealed the decision.

HRF founder allegedly trained with Hezbollah

The Hind Rajab Foundation, named after the six-year-old Palestinian girl who was killed in the Gaza Strip, is headed by Diab Abu Jahjah, a native of southern Lebanon who lives in Belgium. Abu Jahjah is known for his anti-Israel political activities and his past ties to Hezbollah.

Abu Jahjah himself is barred from entering Britain following a decision made by the country's authorities in the 2000s. His name has also been linked to the American no-fly list. In a past interview with the New York Times, he said that he had undergone military training in Hezbollah's ranks and expressed pride in doing so.

In recent years, he has led the foundation's activities from Brussels, seeking to locate Israeli soldiers while they are abroad and file complaints against them over actions attributed to them during their military service.

The current case in London joins the organization's efforts to initiate criminal proceedings against Israelis outside the country's borders, even when no enforcement measures have yet been taken following the complaints.
