An investigation by Dutch nonprofit Global Rights Compliance has revealed new details about the exploitative tactics of a Russian labor-brokering platform that employs North Korean workers in violation of international law — benefiting Moscow’s war effort in Ukraine.

The report, released Thursday, offers striking detail into the practices of Moscow-based businessman Vladimir Sokolov, who directs the Black Horse group of companies and KNDR.su, an online platform that helps Russian employers source North Korean workers.

Sokolov’s businesses specialize in importing Chinese and European manufacturing equipment and include at least two sites connected to Russia’s military-industrial complex and an agricultural commodity export business catering to the North. Sokolov was sanctioned by the European Union earlier this month “for promoting and facilitating commercial and industrial cooperation projects involving” North Korea.
