The government plans to introduce a sandbox scheme covering Khao San and Rambuttri roads in Bangkok to improve law enforcement at entertainment venues and prevent corruption among state officials.

PM's Office Minister Paradorn Prissananantakul, who chaired a meeting on the scheme on Friday, said discussions focused on problems with the enforcement of the existing zoning decree, issued in 2002, which no longer reflects current conditions.

Under the decree, entertainment venues are permitted in only three designated zones in the capital: RCA, Patpong and Ratchada. Venues outside these areas cannot legally operate, a restriction that does not reflect the realities of Bangkok as a major tourism destination, he said.

As a short-term solution, the meeting agreed to designate Khao San and Rambuttri roads as a sandbox area. Discussions focused on three main concerns: the economy, public safety and legal clarity, he said.

The meeting assigned the Public Sector Anti-Corruption Commission (PACC) to consult relevant agencies on issues including extending operating hours and discussions with the Alcoholic Beverage Control Committee.

A further meeting will be held in about two weeks to review progress, Mr Paradorn said. A survey found more than 30 entertainment venues and similar establishments in the Khao San and Rambuttri areas.
