The father of a 23-year-old woman who died in July after being struck by a man who jumped from an apartment building in Nagoya is campaigning for prosecutors to charge the man — who survived — with murder.

Kenji Inaba, 50, of Watarai, Mie Prefecture, says that the 29-year-old man, who was arrested on suspicion of causing death through gross negligence, should be charged with murder based on “dolus eventualis” — the legal concept of recklessness in which a person recognizes the possibility of causing another person’s death but proceeds anyway.

Inaba argues that the man must have been aware of the danger his actions posed to others.
