SHAH ALAM, Oct 31 — The government is intensifying efforts to protect consumers from fraud syndicates that exploit courier services and e-commerce platforms through the launch of Parcel Shield anti-fraud initiative today.
Communications Minister Datuk Seri Fahmi Fadzil said the initiative led by Postal Forum aims to increase consumer awareness and vigilance against various modus operandi of fraud related to parcel delivery, including impersonating courier companies, fake delivery notifications, phishing links and cash on delivery (COD) fraud.
He said the Malaysian Communications and Multimedia Commission (MCMC) together with courier companies would work together to intensify efforts to raise consumer awareness of the threat of fraud that uses fake parcel delivery tactics.
“The Communications Ministry and all courier companies will also expand this initiative through public service message services on radio and television to ensure that consumers, especially Malaysians, benefit from this initiative,” he said.
He said this at a press conference after launching the Parcel Shield initiative in conjunction with National Courier Day 2026 at the Selangor International Trade Centre today.
Also present were secretary-general of the Ministry of Communications Datuk Abdul Halim Hamzah, chief executive officer of Postal Forum Nurhafizah Hanifah and president of the Malaysian Express Delivery Companies Association Ronald Tan.
Meanwhile, Fahmi said 13,045 banned contents related to fraud, gambling and services were detected by e-commerce platforms from January 1 until yesterday.
He said the Cabinet in its meeting yesterday also agreed in principle with the proposed amendment to the Postal Services Act 2012 as one of the government’s steps to strengthen efforts to curb such activities, in addition to detailing the welfare aspects of courier workers.
“The approval we have obtained so far is at the policy level for the amendment and it will take several months to prepare the draft.
“So we estimate the process will take time because there are regulations that we need to comply with. But we expect it to be tabled in Parliament as early as mid- or late next year,” he said.
Fahmi said the amendment to the act also aims to ensure that the welfare and protection aspects of courier workers are given attention, in line with the government’s efforts to introduce the Postal Fund initiative which is scheduled to be launched in the first quarter of 2027.
In this regard, he will ask MCMC and the Communications Ministry to invite all licensed delivery companies to participate in the process of drafting amendments to the Postal Services Act 2012. — Bernama
