Egypt’s Ministry of Youth and Sports has partnered with the Right to Dream academy to establish five regional development centres and launch a national programme for discovering and nurturing football talent.
Prime Minister Mostafa Madbouly and Finance Minister Ahmed Kouchouk attended the signing of the cooperation protocol in the New Administrative Capital. The initiative implements directives issued by President Abdel Fattah al-Sisi at the “Egypt 2026 Forum” to build an integrated national and institutional system for sports talent.
The project includes constructing five regional centres across the country, designed as integrated complexes featuring football pitches, gymnasiums, classrooms, medical facilities and accommodation. The centres will commence operations in phases.
Alongside the facilities, the project will implement a national scouting programme using standardised criteria for evaluation, selection and documentation. The scouting network will extend to schools, public squares and local competitions to connect pitches and scouts within a single system and expand participation across governorates.
Players at the centres will receive an accredited education in coordination with the Ministry of Education, allowing them to combine their academic studies with a full-day sports programme. The pathway begins from early age groups and extends to professional opportunities domestically and abroad.
Under the agreement, the Right to Dream academy will manage the technical, sporting and scouting components of the project, including talent discovery, training, evaluation and professional career management. The youth and sports ministry will be responsible for providing, equipping and operating the facilities logistically and administratively, as well as securing the educational curriculum within the centres.
Minister of Youth and Sports Gohar Nabil, who signed the protocol alongside Right to Dream Chairman Sir Mohamed Mansour, said the project relies on independent scouts collaborating with an international institution with extensive experience in talent development.
Nabil stated that the ministry aims to expand the talent discovery base across governorates and provide Egyptian youth with opportunities to reach global professional levels, noting the initiative aligns with the state’s efforts to invest in human capital and integrate sports preparation with education to prepare athletes capable of representing Egypt internationally.
“This partnership aims to establish a network of regional development centres and support the national project for discovering and nurturing sports talent, in direct cooperation with the Egyptian state, represented by the Ministry of Youth and Sports,” Mansour said.
Mansour added that the collaboration would contribute to preparing a new generation of athletes according to the highest global standards, opening horizons for regional and international competition and professional careers.
A joint coordination committee will monitor the project’s implementation, with both parties expected to conclude a final agreement in the coming months.
