Police say fires were deliberately lit on the beach at Māhia in the Hawke's Bay on Saturday night, as hundreds of young people gathered in the seaside town.
Glass bottles were also thrown at a police car.
Acting Inspector Andrew Knox said many of those involved in the disorder incidents police attended appeared to be intoxicated.
"We're not out to be the fun police, but this behaviour just isn't going to end well for anyone.
"We don't want the weekend celebrations being marred by the actions of others," he said.
The local volunteer fire brigade put out the fires on the beach, police said.
Knox said more police would be in the area for the rest of the long weekend.
Police are urging parents to talk to their children about their behaviour to make sure they don't ruin the holidays for others.
