Outgoing Trade Minister Damien O'Connor went to Apec in 2023, but who will go this year? Photo / Getty Images

It’s a moot question just who will represent New Zealand at the upcoming Apec Economic Leaders’ two-day meeting in Shenzhen, China, which starts on November 18.

Will a declared Prime Minister go? Will it be an outgoing PM in a caretaker capacity? Or will an outgoing trade minister be subbed
