The motorists in Keralam can now clear pending traffic fines by paying just half the penalty, with the government announcing a 50% concession under its e-challan amnesty scheme. The offer covers violations recorded up to March 31, 2026, and applies to fines imposed by both the Motor Vehicles Department (MVD) and the police. The deadline to pay the reduced fine amount is January 31, 2027.
As of March 31 this year, there are 10,022,255 outstanding cases of traffic violations in the State, with a total fine amount of ₹907,74,86,813 pending collection. The number of e-challans is on the rise again, as many individuals continue to use vehicles without transferring ownership or renewing permits and fitness certificates. Further, because multiple challans can accumulate against a single vehicle, resulting in substantial total fines, many owners are reluctant to pay them. Given the significant increase in the number of cases pending in courts, the Transport Commissioner has now recommended that the government offer a concession on these fines.
This concession will apply exclusively to cases that have not yet reached the stage of formal court proceedings and were registered under specific sections of the Motor Vehicles Act. Violations occurring after March 31, 2026, will not be eligible for this relief. Additionally, the government has issued directives to implement strict measures to ensure that fines for any new challans are collected in a timely manner.
