Home Minister Ramesh Chennithala on Tuesday formally launched two digital initiatives, HM ACTS and HOMeS (Home Department Operations Monitoring and e-Services), that are aimed at improving grievance redressal, strengthening police administration and enabling real-time monitoring of crime statistics in Keralam.

HM ACTS is designed to ensure the systematic registration, tracking and timely disposal of complaints and petitions submitted to the Home Minister and his office. Under the system, petitions received by the Home Minister’s office will be digitally registered and forwarded to the respective police offices through the Kerala Police’s existing software infrastructure.

Depending on the nature of a petition, the Home Minister’s office can issue appropriate directions to the police office concerned. The progress of each petition can subsequently be monitored, thereby enabling the Minister’s office to identify complaints that remain unresolved and initiate follow-up measures.

The details of cases will be updated once action is completed. Applicants can also be informed about the status and disposal of their petitions through SMS notifications, wherever required.

To address delays

Mr. Chennithala pointed out that the initiative was intended to address the delays that often frustrate complainants, particularly those who approach the Home Minister’s office after failing to obtain a timely response from local police stations. The existing system of forwarding petitions through physical files and official correspondence often consumes considerable time, he said.

HOMeS is a real-time crime-monitoring and administrative dashboard intended for the Home Minister and senior officials of the Home department. The platform will draw information from Kerala Police’s iCoPS crime management software and provide updated statistics on crimes registered across the State. It will offer State-level, district-level and police station-level data, including the number of FIRs registered and information on categories of crimes such as murder, serious offences, crimes against women and children, and offences against senior citizens.

The system will also generate alerts about incidents requiring urgent attention, including missing children cases. However, the platform would not display confidential case information, investigation details or personal information relating to complainants, victims or accused persons. The two initiatives have been developed by the Kerala Police’s CCTNS wing using existing technological infrastructure.
